Candidate: Lingel H. Winters
Ballot Designation: Consumer Business Attorney
Party: Democratic

1. What do you consider the most pressing issue facing California’s senior citizens?
The most pressing issues facing California's senior citizens are healthcare, Prop.13, and Social Security/Medicare.

2. Do you favor or oppose amending the rates of the following taxes:
Property tax
State income tax
Vehicle license fee
Gas tax

I do oppose amending Property taxes, vehicle taxes and gas taxes because they are regressive and hardest on fixed income and low income persons. I am studying bond issues, cost reduction, state income tax and energy claims enforcement.

3. Do you favor or oppose putting new restrictions on older drivers?
I do not favor putting new restrictions on older drivers.

4. When putting together the state budget for the next fiscal year, would you change current levels of funding for any of the following programs:
In-Home Supportive Services
Adult Protective Services
SSI/SSP benefits
Foster Grandparents Program
Brown Bag Program
Senior Companion Program
California Commission on Aging

I would not reduce In-Home supportive services, adult protective services, SSI/SSP benefits, Foster Grandparents Programs, Brown bag Programs, Senior Companion Programs and the California Commission on the Aging because they enable people to lead independent lives.

5. If elected, how will you improve California for seniors and all other residents?
I believe Calfiornia needs an ombudsman who has the power to order the delivery of healthcare and the elimination of fraud. Heart and cancer patients, for example, cannot defend themselves in court or arbitration due to disability. They need a champion who has the power to see that they are properly cared for.
